Only Half Pack a Broil Rack in the Best Toaster Oven Broiler Box

Broiling is the simplest thing a toaster oven does, and the least forgiving. The heat comes from the top element, straight down, and the only controls that matter are how hot that element runs and how close the food sits to it. Too far and the cheese sweats before it browns. Too close and the edges burn while the middle stays pale. Every one of the ten ovens on this page lists a broil function. The Cuisinart puts the word in its title, and four more call themselves a broiler somewhere in their bullets.

So we read the ten listings for the five things a broiler buyer actually needs to know. Does the listing give a broil setting or a temperature? Does it say how many rack positions there are, which is how you set the distance to the element? Does it describe the elements, top and bottom, quartz or otherwise? Does a broil pan or broiling rack come in the box, so fat drips away from the food instead of pooling under it? And does it give an interior capacity, in slices or pizza size, so you know what will fit under the heat?

No listing answers all five. The broil setting is universal: ten of ten. A broil temperature is not given anywhere. Two Hamilton Beach models state a temperature range, 150°F to 450°F and 200°F to 450°F, and neither says what the broil setting itself runs at. Only three listings put a number on the rack positions: the Breville Mini Smart Oven says 3, the Hamilton Beach Easy Reach says 2, and the BLACK+DECKER Extra-Deep convection oven describes a “DUAL POSITION RACK” that lets you “Place food right under the broiler”.

The box is where the ten split most cleanly. Five listings say they include a broiling rack or an oven rack for broiling: the Cuisinart, the Breville Smart Oven Pro, the Hamilton Beach Easy Reach, the Hamilton Beach air fryer combo and the Proctor Silex. The other five either list a plain bake pan, a plain rack, or nothing at all. That is the finding in the title, and it matters more than it sounds: a broil rack over a drip pan is what keeps meat out of its own fat under a hot top element.

Elements are described by four listings. The three Brevilles each state “5 independent quartz elements” steered by Element iQ. The BLACK+DECKER TO1313SBD mentions its “top heating elements” only to warn you to keep food at least 1½ inches from them, which turns out to be the only clearance figure on the page. Capacity is the one thing nearly everyone gives: nine of ten state a slice count and nine of ten a pizza size, from 9 inches to 13.

The secondary question, a toaster oven without an air fryer, is easier. Eight of the ten have no air-fry mode. The two that do are the BLACK+DECKER XL 8-Slice Air Fry Toaster Oven and the Hamilton Beach 4 Slice Air Fryer Toaster Oven Combo. If you want a broiler and nothing that blows hot air at high speed, the other eight are your shortlist, and three of those eight still have a convection fan.

So this guide sorts the ten by how much of the broil set-up each listing states, then by Amazon Best Sellers Rank. Star ratings and review counts were not captured for this roundup; popularity below is Best Sellers Rank only. Read it with one safety point in mind: a broiler works fast and close, so watch the food, keep clearance around the oven, and never leave it unattended.

All ten were captured on 5 October 2026, each in stock and sold by Amazon.com. Their overall Best Sellers Ranks run from #744 to #47,145, and the best-selling oven here, the BLACK+DECKER TO1313SBD at #3 in Toaster Ovens, is one of the five with no broil rack in the box.

Best Sellers Ranks and specifications are taken from each manufacturer’s Amazon listing as displayed on 5 October 2026 through a United States connection, and may change. Every listing names broil as a function; none states a broil temperature. The two Hamilton Beach listings give overall temperature ranges, 150–450°F and 200–450°F; the other eight give no temperature at all. Rack positions are counted only where a listing gives a number or, for the CTO6335S, names a high and a low position. The TO1313SBD’s elements entry comes from a safety note, not a description of the element. “Broil pan or rack” means the listing names a rack or pan for broiling; a plain bake pan or rack is reported as such. The TO1313SBD’s spec fields give part number TO1756SB and model TO1756SB-TH, which differ from the model in its title; we report both. All ten were in stock and sold by Amazon.com on 5 October 2026. Best Sellers Ranks are in each product card; eight are ranked in Toaster Ovens, one in Convection Ovens and one in Air Fryers. Star ratings and review counts were not captured for any product here.

How We Chose These Ten

We researched current listings, compared manufacturer specifications and documentation, and read each listing’s claims about broiling line by line. We did not carry out hands-on testing, and nothing below is presented as measured performance data. Star ratings and review counts were not captured for this roundup. We used Amazon Best Sellers Rank, buy-box stock and listing specifications instead, and nothing on this page describes or implies how owners have scored these ovens.

  • Broil named in every listing — each oven here lists broil as a function in its title or bullets. Countertop ovens that did not name broil were not in the running, however capable they might be.
  • Five broil checks, recorded as printed — a broil setting or temperature; a count of rack positions; a description of the elements; a broil pan or broiling rack in the box; and interior capacity as slices or pizza size. Where a listing is silent, we write “Not stated” and treat the silence as information.
  • No inferred specs — a rack that is in the photos but not in the text does not count. Neither does a rack listing that does not say it is for broiling. Where a listing gives a broiler distance in words, such as “right under the broiler”, we quote it.
  • Air fry logged separately — for readers who want a toaster oven without an air fryer, we note which listings name an air-fry mode in words. A convection fan is recorded as convection, not as air fry, unless the listing calls it air frying.
  • Conflicting fields reported, not resolved — where a listing’s bullets and its spec table disagree, on warranty, colour or model number, we print both.
  • Our arithmetic labelled — interior volumes worked out from stated interior dimensions, and pizza areas worked out from stated diameters, are our arithmetic and are marked as such.
  • Popularity from Best Sellers Rank only — ranks are quoted exactly as returned on 5 October 2026, overall and in the category Amazon assigned. Ranks move constantly.
  • Verified stock and seller — each product was the buy-box offer, in stock and sold by Amazon.com on 5 October 2026.

The Ten Toaster Oven Broilers in Detail

1. Breville BOV845BSS Smart Oven Pro, Brushed Stainless Steel — Best Overall

Brushed stainless steel countertop oven with a wide glass door, an LCD panel and control dials on the right

The only oven here that pairs described elements with a named broiling rack, in the tallest stated cavity on the page.

Listed weight 22.8 pounds

Best Sellers Rank #8,577 overall; #6 in Convection Ovens

Why We Recommend It

This is the most complete broiler listing on the page, and it still leaves one gap. It states the elements, “5 independent quartz elements” that “smart algorithms steer” to “where and when it’s needed”. It names Broil among “10 COOKING FUNCTIONS”. It lists the accessory a broiler needs: “12 x12 inch Enamel Broiling Rack”, alongside a 12 x 12 inch enamel baking pan, one oven rack and a 13 inch non-stick pizza pan. What it does not do is count its rack positions or give a broil temperature. On our five checks it scores four, the joint best here.

The cavity is the tallest that any listing states. The bullet gives “13.5 x 11.5 x 5.5 inch interior capacity”. The other two Brevilles give 4.25 and 4 inches of height; nobody else gives a height at all. For broiling, height is a double-edged figure. More of it means room for a thick chop or a gratin dish under the element; it also means the rack has to be set high for thin food to get close enough. The 13.5 by 11.5 inch footprint works out at about 0.49 cubic feet with the height, by our arithmetic, which puts it level with the Cuisinart’s stated 0.5 cubic feet.

Quartz matters most under broil. Quartz elements are generally quick to reach full output, which is the property a broiler relies on, because the top element does almost all of the work and the food spends minutes, not an hour, under it. The listing does not say how many of the five elements sit at the top or what the broil setting does with them; it says the system creates “a tailored cooking environment”. Read that as marketing with a real spec underneath: five quartz elements and 1800 watts, both stated.

It is the only broiler here with a light you can switch on. “Integrated oven light automatically turns on at the end of the cooking cycle to help you see inside”, the listing says, and it has an “independently controlled button”. Under a broiler, where a minute decides between browned and burnt, being able to see the food without opening the door is a practical safety feature. It does not replace watching. It helps you do it.

It has convection and no air fry. The listing says convection “reduces cooking time by up to 30%” using an “inbuilt fan”, and lists no air-fry mode, which makes it the best-documented answer here to the best toaster oven without air fryer. It also adds Slow Cook, for up to 10 hours, and room for a “4.4 qt Dutch oven”.

What to weigh. It ranks #8,577 overall and #6 in Convection Ovens, sold by Amazon.com. At 22.8 pounds listed and 18.5 by 15.75 by 11.0 inches outside, it is the heaviest oven here and one of the larger ones, so plan the counter space and the clearance around it. It is also the premium choice on this page. The warranty is one year, stated.

Pros

  • 5 quartz elements stated
  • Enamel broiling rack included
  • Tallest stated interior, 5.5 in
  • 13 inch pizza; 6 slices
  • Switchable interior light
  • Convection without an air-fry mode

Cons

  • Rack positions not counted
  • No broil temperature stated
  • Heaviest here, 22.8 lb
  • Large outline to clear on the counter
  • Premium end of the page
  • One-year warranty

Best for: A cook who broils often and wants a described heat source, a broiling rack and room for thicker food.

2. Hamilton Beach Easy Reach 6 Slice Countertop Convection Toaster Oven — Best Value

Silver countertop toaster oven with a curved roll-top door raised to show the rack inside

The one listing that tells you how to set up a broil: which rack, which pan, and where the drips go.

Key Specifications

Broil Broil function stated; range 150 to 450°F
Elements Not stated
Rack positions 2
Broil pan or rack Oven rack for broiling; bake pan catches drippings
Interior 6 slices; 12 inch pizza; 5 lb chicken; 9 x 11 in pan
Power Not stated
Functions Convection, bake, broil, toast
Air fry Not stated
Timer 30-minute with Stay On; ready bell; auto shutoff
Listed weight 11.5 pounds
Warranty One(1) Year Warranty
Best Sellers Rank #2,929 overall; #10 in Toaster Ovens

Why We Recommend It

This is the only listing that describes a broil set-up rather than a broil button. The first bullet reads: “an oven rack for broiling and a slide-out crumb tray. When broiling foods on the oven rack, the bake pan rests on the supports below to catch drippings”. That one sentence is what a broiler needs: the food on an open rack near the top element, the fat falling through to a pan below, away from the heat. No other listing on the page explains where the drip pan goes.

It counts its rack positions and gives a temperature range. “2 rack positions and a wide temperature range of 150 to 450ºF”, the second bullet says. Two positions is not many, but it is a number, which only three listings give. The range is one of two on the page; the other belongs to its Hamilton Beach sibling. Neither says what the broil setting runs at, so treat 450°F as the top of the dial, not as a broil figure. On our five checks it scores four, joint best.

Its door is built for the broiler’s main hazard. The “Easy Reach roll-top door” “stays up and out of the way when open, so it doesn’t block the countertop”. With a drop-down door, you reach over hot glass to get a pan off the top rack; with a roll-top, the opening is clear. The listing also says the door stays out of the way “of messy drips”. Treat that as convenience, not a safety rating, and still use mitts.

Capacity is generous for a six-slice oven. It fits “a 5 lb. chicken, a 12″ pizza, 6 slices of toast or a 9″ x 11″ bake pan without handles”. The 12 inch pizza is one of five stated at 12 inches or more. Note the qualifier on the pan: without handles. Measure your own dishes before you count on them fitting.

It has a convection fan and no air fry. The listing says the fan “circulates heated air continuously around food” and that convection “typically reduces cooking time by up to 25%”. There is no air-fry mode, so it belongs on the without-air-fryer shortlist.

What to weigh. It ranks #2,929 overall and #10 in Toaster Ovens, sold by Amazon.com. The listing does not state wattage or describe the elements. Its spec fields give part number 31123DA and model 31523 IN, which do not match each other; check the model on the box against the one you meant to order. Warranty is one year. A 30-minute timer with Stay On, a ready bell and auto shutoff cover a broil comfortably.

Pros

  • Explains the broil rack and drip pan set-up
  • 2 rack positions stated
  • 150 to 450°F range stated
  • Roll-top door keeps the opening clear
  • 12 inch pizza; 5 lb chicken
  • Convection without air fry

Cons

  • No broil temperature
  • Elements not described
  • Wattage not stated
  • Only two rack positions
  • Part and model numbers disagree
  • Pan must be without handles

Best for: A buyer who wants to broil meat on a rack over a drip pan and be told exactly how the oven is meant to do it.

3. Breville BOV450XL Mini Smart Oven, Brushed Stainless Steel — Most Rack Positions

Small brushed stainless steel smart oven with a glass door and an LCD display above two dials

The only listing that counts three rack positions, with quartz elements, but no broil rack in the box.

Key Specifications

Broil Broil function stated; no broil temperature
Elements 5 independent quartz elements, Element iQ
Rack positions 3
Broil pan or rack Not included; 10 x 10 inch enamel baking pan
Interior 11 x 10 x 4 in; 4 slices; 11 inch pizza
Power 1800 Watts; 110 to 120 Volts
Functions 8, incl. Broil, Pizza, Roast, Reheat
Air fry Not stated
Listed weight 10.7 pounds
Warranty 1 Year Limited Product Warranty
Best Sellers Rank #5,951 overall; #14 in Toaster Ovens

Why We Recommend It

Three rack positions is the most any listing here states. The capacity bullet says “3 rack positions, pull out crumb tray and auto shut off”. For broiling, rack positions are the distance control. A thin slice of cheese on toast wants to be close to the element; a thick chicken thigh wants more room so the outside does not char before the inside cooks. Three positions give you a choice of near, middle and far. Two give you near and far. Seven listings do not say.

It describes its elements as precisely as its bigger siblings. “Using 5 independent quartz elements, smart algorithms steer small oven’s power where and when it’s needed”, with a “Fast 1800 Watt preheat”. That is the same element count and the same wattage as the Smart Oven Pro, in a much smaller box. The listing does not say how the five quartz elements split between top and bottom.

The cavity is short, and that changes how you broil. The interior is “11 x 10 x 4 inch”, the lowest stated height on the page. About 0.25 cubic feet, by our arithmetic, roughly half the Smart Oven Pro. With 4 inches to play with, even the bottom rack position cannot be far from the top element, so thick food gets close to the heat whether you want it to or not. That suits toast, melts and thin cuts. It does not suit a tall gratin or a whole bird. The listing itself lists “4 toast slices, bagels, cookies, tuna melts, 6 cup muffin tray, and 11 inch pizzas”, and the tuna melt is a very broiler-shaped example.

There is no broil rack. “INCLUDED ACCESSORIES: 10 x 10 inch Enamel Baking Pan” is the full list. You can broil on a baking pan, but fat stays around the food, and in a 4 inch cavity a pan of spitting fat is close to the element. If you plan to broil meat, budget for a small broiling rack that fits a 10 by 10 inch pan; our toaster oven bakeware roundup covers sizes.

No air fry, no convection stated. The eight functions are “Toast, Bagel, Bake, Broil, Pizza, Roast, Cookies, and Reheat”. Neither air fry nor a fan is named, so it is the simplest heat path among the Brevilles, top and bottom quartz only, as far as the listing goes.

What to weigh. It ranks #5,951 overall and #14 in Toaster Ovens, sold by Amazon.com, and weighs 10.7 pounds. The outside is about 16 by 14.25 by 8.5 inches, rounded from the listed figures. On our five checks it scores four: broil, rack positions, elements and capacity, everything except the broil rack.

Pros

  • 3 rack positions, the most stated here
  • 5 quartz elements and 1800 W stated
  • Short cavity keeps thin food near the heat
  • 11 inch pizza in a small footprint
  • Auto shut-off stated
  • No air fry, simple heat path

Cons

  • No broil rack, baking pan only
  • 4 inch interior height limits thick food
  • No broil temperature
  • Convection not offered
  • 4-slice capacity
  • One-year warranty

Best for: Someone who broils toast, melts and thin cuts in a small kitchen and wants control over rack height.

4. Cuisinart Toaster Oven Broiler, 1800W Countertop Design, 0.5 cu. ft. — Best Classic Broiler

Brushed stainless steel toaster oven with three dials on the right and a glass door showing a wire rack

The oven named for the job, with a broiling rack and a drip pan in the box and no detail on racks or elements.

Key Specifications

Broil Broil function stated; no broil temperature
Elements Not stated
Rack positions Not stated; auto-slide rack
Broil pan or rack Broiling rack and baking/drip pan included
Interior 0.5 cu ft; 6 slices or 4 bagel halves; 11 inch pizza
Power 1800 watts
Functions Toast, bagel, bake, broil, pizza, keep warm, and more
Air fry Not stated
Listed weight 12.9 pounds
Warranty Limited 3-year (bullet); 2 Year limited (spec table)
Model TOB-40N part; TOB-40NNAS model
Best Sellers Rank #2,435 overall; #7 in Toaster Ovens

Why We Recommend It

It is the only oven here called a toaster oven broiler in its title, and it packs like one. The box list reads: “includes a wire rack, broiling rack, baking/drip pan, front removable crumb tray with cool-touch grip, and a recipe book”. A broiling rack over a drip pan is exactly the set-up the Hamilton Beach Easy Reach describes in words. Cuisinart lists the parts without the instructions, but the parts are there.

It states its power and capacity, and stops there. “1800 watts of high-performance power” matches the three Brevilles, the only other ovens on the page that give a wattage. Capacity is “0.5-cubic feet interior”, enough to “toast 6 slices of bread or 4 bagel halves, bake an 11-inch pizza, or roast a family-sized casserole”. It does not count rack positions or describe its elements, and it gives no temperature for any setting. On our five checks it scores three.

The rack slides out on its own. The listing mentions “an auto-slide rack to remove cooked food easily”. Under a broiler, the moment you open the door is the moment you are nearest the hot top element, so a rack that comes forward with the door keeps your hands further from it. The listing also lists a “cool-touch handle, easy-grip dials, and automatic shutoff for safety”.

Its toast control is the only one that adjusts itself. “Always Even Shade Control monitors the toasting temperature to automatically adjust cooking time”. That applies to toast, not broil, but it is the only listing that claims any feedback from temperature to time. For broiling, you are still the control.

Two fields disagree. The last bullet says “limited 3-year warranty”; the spec table says “2 Year limited warranty”. The bullet describes a “Beautiful brushed stainless steel toaster oven”; the colour field says Black. We report both. Check the warranty card in the box, and assume the shorter term until it confirms the longer one.

What to weigh. It ranks #2,435 overall and #7 in Toaster Ovens, the second-best rank on the page, sold by Amazon.com. It weighs 12.9 pounds and measures 17.0 by 11.74 by 8.35 inches outside. It has no convection or air fry stated, so it sits on the without-air-fryer list, and the non-stick interior should make cleaning up after a broil simpler.

Pros

  • Broiling rack and baking/drip pan included
  • 1800 watts stated
  • 6 slices or 11 inch pizza; 0.5 cu ft
  • Auto-slide rack keeps hands back
  • Second-best rank here
  • No air fry; non-stick interior

Cons

  • Rack positions not counted
  • Elements not described
  • No temperatures stated
  • Warranty given as 3 years and 2 years
  • Colour field says Black, bullet says stainless
  • No convection stated

Best for: A buyer who wants a straightforward broiler with the right rack and pan in the box and a well-ranked name.

5. Breville BOV650XL Compact Smart Oven, Brushed Stainless Steel — Best Compact Smart Oven

Compact brushed stainless steel smart oven with a dark glass door and a small LCD screen above round dials

Quartz elements and a 12 inch pizza in a compact box, with no accessories listed at all.

Key Specifications

Broil Broil function stated; no broil temperature
Elements 5 independent quartz elements, Element iQ
Rack positions Not stated
Broil pan or rack Not stated
Interior 12 x 10 x 4.25 in; 4 slices; 12 inch pizza
Power 1800 Watt
Functions 8, incl. Broil, Pizza, Roast, Reheat
Air fry Not stated
Listed weight 14.1 pounds
Warranty 1 Year limited warranty
Best Sellers Rank #2,445 overall; #8 in Toaster Ovens

Why We Recommend It

It shares the quartz heat of the bigger Brevilles and almost none of the paperwork. “Using 5 independent quartz elements, smart algorithms steer this small oven’s power where and when it’s needed”, with a “Fast 1800 Watt preheat”. Broil is one of “8 COOKING FUNCTIONS”, and the LCD bullet even calls the oven “a space-efficient roaster oven, broiler and more”. What is missing is everything around the elements: no rack positions, no accessories, no temperatures.

The interior is wider than the Mini’s and barely taller. “12 x 10 x 4.25 inch interior fits 4 slices of toast, a 12 inch pizza, a roast chicken”. That is one inch wider and a quarter of an inch taller than the BOV450XL, about 0.30 cubic feet by our arithmetic. The 12 inch pizza puts it alongside ovens twice its volume. The 4.25 inch height still means thick food sits close to the top element, and a roast chicken in a 4.25 inch cavity will be very near it; watch the top of the bird.

No box contents are listed. Six bullets cover elements, functions, capacity, display and a non-stick cavity coating. None says what comes in the box, so we cannot tell you whether there is a rack, a pan or a broiling rack. That is the main reason it scores three on our five checks, against four for its two siblings. Ask the seller, or plan to buy a small broiling rack that fits a 12 by 10 inch floor.

Its non-stick walls help after a broil. “Small countertop oven’s inside walls feature a non stick coating for easy cleaning”. Broiling spits fat onto the walls and the roof of the cavity, so this is a real benefit for a broiler, and one that the Cuisinart and Black+Decker CTO6335S also claim.

A field oddity. The manufacturer field reads “Central Garden & Pet” rather than Breville, while the brand, part number and model are all Breville’s BOV650XL. It is likely a catalogue error, but it is on the listing. The outside dimensions appear twice and agree closely: 17.0 by 15.5 by 10.25 inches in the size fields, and 16.7 x 15.6 x 10.2 inches in the size line.

What to weigh. It ranks #2,445 overall and #8 in Toaster Ovens, sold by Amazon.com, and weighs 14.1 pounds. No air fry or convection is stated. For broiling, it is quartz heat with the set-up left for you to work out; for a small kitchen that wants a 12 inch pizza, our toaster oven for a small apartment guide sets it against other compact ovens.

Pros

  • 5 quartz elements and 1800 W stated
  • 12 inch pizza in a compact oven
  • Calls itself a broiler in the bullets
  • Non-stick cavity coating
  • Strong rank, #8 in Toaster Ovens
  • No air fry

Cons

  • No accessories listed
  • Rack positions not stated
  • 4.25 inch interior height
  • No temperatures stated
  • Manufacturer field reads Central Garden & Pet
  • One-year warranty

Best for: A small-kitchen cook who wants quartz heat and a 12 inch pizza and will supply their own broiling rack.

Outside size 14.5 x 10.8 x 8.8 in (bullet); 15.47 Inch (title)
Listed weight 6.65 Pounds
Best Sellers Rank #744 overall; #3 in Toaster Ovens

Why We Recommend It

This is the only listing on the page with a broiling distance in it. It sits in a cleaning bullet: “To prevent spills and overheating, keep food and bakeware at least 1½ inches from the top heating elements and fully contained within the tray.” Read that as a rule for this oven, and as a useful reminder for all of them: food that touches or nearly touches the top element under broil can scorch, smoke or catch. No other listing states a clearance figure.

It sells more than any other oven here. It ranks #744 overall and #3 in Toaster Ovens, the best ranks on the page by a wide margin, and is sold by Amazon.com. It is also one of the five with no broil rack listed, and one of seven with no rack-position count. Whatever is driving those sales, it is not broil detail. On our five checks it scores three, counting its mention of top elements as an element description.

It is the smallest oven by pizza size. “the curved interior fits a 9-inch pizza or 4 slices of bread”. Nine inches is the smallest stated pizza here, shared with the Hamilton Beach air fryer combo. A 9 inch pizza is about 64 square inches against about 133 for the Smart Oven Pro’s 13 inches, by our arithmetic: less than half the area. The curved roof is also the reason the 1½ inch rule matters; a curved top has less room at the edges than at the middle.

Its convection is natural, not fan-driven. “Natural convection airflow circulates heat throughout the oven—preheat for 10 minutes to ensure consistent cooking”. No fan is mentioned, and no air fry, so it is on the without-air-fryer list. The 10 minute preheat is the only preheat time on the page; for broiling, a hot element before the food goes in is what browns the top rather than drying it.

It will not run without a timer. “Oven will not operate unless timer is set or stay-on is selected”. The 30-minute timer covers any broil. Stay-on is the setting to be careful with under a broiler, because it removes the automatic stop. The final bullet adds: “Outer surfaces become hot during use—always use oven mitts and allow space for proper ventilation.”

Its fields disagree on what it is. The title says TO1313SBD and 15.47 Inch. The bullet gives “14.5″ x 10.8″ x 8.8″”. The spec table gives part number TO1756SB and model TO1756SB-TH. Wattage and warranty are not stated. At 6.65 pounds it is the lightest oven here. Confirm the model on the box matches the listing you ordered from.

Pros

  • Best rank here, #3 in Toaster Ovens
  • Only stated clearance from top elements, 1½ in
  • Lightest oven here, 6.65 lb
  • Will not run without timer or stay-on
  • 10 minute preheat stated
  • No air fry

Cons

  • No broil rack listed
  • Rack positions not stated
  • Smallest pizza, 9 inch
  • Wattage and warranty not stated
  • Spec fields name model TO1756SB-TH
  • No fan; natural convection only

Best for: A buyer who broils toast and small portions and wants the best-selling, lightest oven on the page.

7. Black+Decker Countertop Convection Toaster Oven, 8 One-touch Cooking Functions, Stainless Steel — Best Rack Control

Wide stainless steel countertop convection oven with a large glass door and a digital control panel

The only listing that says one of its rack positions is there for broiling, in a deep oven with a fan.

Key Specifications

Broil Broil function stated; no broil temperature
Elements Not stated; broiler named
Rack positions 2, high and low
Broil pan or rack Bake pan and rack; not named for broiling
Interior Extra-deep; 12 inch pizza; slice count not stated
Power Not stated
Functions 8 presets incl. broil; convection baking
Air fry Not stated
Timer 120-minute digital; turns off at zero
Listed weight 15.76 Pounds
Best Sellers Rank #25,502 overall; #39 in Toaster Ovens

Why We Recommend It

It is the only oven that tells you which rack position is for broiling. “DUAL POSITION RACK – Place food right under the broiler or make room for large items. High and low oven rack positions provide the versatility to have great results on all foods”. The high position is the broiling position, in so many words. That is more useful than a bare count, because it confirms the broiler is above the high rack and that the high rack is set close to it.

It has a fan and no air fry. “8 ONE-TOUCH PRESETS + CONVECTION BAKING – Hot air is circulated throughout the oven for fast, even baking”. The eight presets are “Bake, broil, toast, bagel, pizza, frozen snacks, potatoes, & cookie”. No air-fry mode is named, so it belongs on the without-air-fryer list, one of three there with a stated convection fan.

It is deep rather than tall. “EXTRA-DEEP INTERIOR – Forget about heating up the large oven – This countertop oven is designed to fit 12” pizzas, and things like casserole dishes, whole chickens, and more”. No interior dimensions and no slice count are given, the only listing here without a slice figure. The listed outside size is 22.8 by 13.4 by 15.5 inches, rounded, which makes it the tallest and one of the widest outlines; the listing does not say whether those are product or carton dimensions.

Its glass door is pitched as a way to watch. “CLEAR-VIEW GLASS DOOR: The large glass door lets you keep an eye on food during cooking”. It is the one listing here that sells its door as a monitoring feature, which is the right instinct for a broiler. The digital “120-MINUTE TIMER” is meant for “short jobs like toasting and broiling” as well as baking, and the oven turns off when it runs out.

The box has a rack and a pan, not a broiling rack. “Bake Pan, Removable Crumb Tray, Rack Included with non-stick interior”. The rack is the oven rack; nothing is described as a broiling rack or drip pan. You can broil on the oven rack over the bake pan, the way Hamilton Beach describes, but the listing does not say so. On our five checks it scores three.

What to weigh. It ranks #25,502 overall and #39 in Toaster Ovens, sold by Amazon.com, and weighs 15.76 pounds. Wattage, elements, temperatures and warranty are not stated.

Pros

  • High rack stated as right under the broiler
  • 2 rack positions, high and low
  • Fan convection, no air fry
  • 12 inch pizza; extra-deep interior
  • 120-minute digital timer with auto off
  • Non-stick interior

Cons

  • No broiling rack named
  • Elements and wattage not stated
  • No slice count
  • Tallest listed outline, 15.5 in
  • No temperatures stated
  • Warranty not stated

Best for: A cook who wants a clear broil position and a convection fan in a deep oven, and has the counter for it.

8. Hamilton Beach 4 Slice Countertop Air Fryer Toaster Oven Combo — Best Small Air-Fry Combo

Small stainless steel air fryer toaster oven with a mesh basket visible through the glass door

A broil rack and a stated temperature range in a small oven that also air fries.

Key Specifications

Broil Broil function stated; range 200° to 450°F
Elements “Quality heating elements”; not described
Rack positions Not stated
Broil pan or rack Broil rack included
Interior 4 slices; 9 inch pizza; 3 lb chicken in 8 x 8 in pan
Power Not stated
Functions Toast, bake, air fry, broil
Air fry Yes; metal air-fry basket included
Listed weight 8.3 pounds
Warranty One(1) Year Warranty
Best Sellers Rank #6,226 overall; #42 in Air Fryers

Why We Recommend It

It has an air fryer, and it still packs for broiling. “INCLUDES METAL AIR-FRY BASKET, BAKE PAN AND BROIL RACK”, the fourth bullet says, “all the accessories you need to air fry, bake, broil, and toast, plus a slide-out crumb tray”. It is one of five listings with a broil rack in the box, and the only air-fry model that has one.

It is one of two listings with a temperature range. “Quality heating elements in the Hamilton Beach toaster oven provide precise, accurate temperatures from 200° to 450°F and even cooking without hot spots.” As with its Easy Reach sibling, 450°F is the top of the dial, not a stated broil figure. The elements are called quality; they are not described by type, number or position, so we do not count them as stated.

It is small. “4 slices of toast to a 9″ pizza, a 3 lb. chicken in an 8″ x 8″ pan or a 9″ x 5″ loaf pan”. Nine inches ties the TO1313SBD for the smallest pizza here. The outside is 14.9 by 11.5 by 8.7 inches and 8.3 pounds, so it suits a small counter; for that use case our toaster oven for a small apartment guide compares more compact ovens.

If you came for a toaster oven without an air fryer, this is one of the two to skip. The listing is clear: “this versatile combo offers the functions you love—toast, bake, air fry, and broil.” Its convection function “circulates air around food as it cooks” for “crispy and delicious fries, chicken, steaks, fish and vegetables”. If you do want both in one box, it is the better-equipped of the two air-fry ovens here for broiling, because it has the broil rack and the temperature range that the BLACK+DECKER XL lacks.

What to weigh. It ranks #6,226 overall and #42 in Air Fryers, sold by Amazon.com. Amazon files it as an air fryer, not a toaster oven, so its category rank cannot be compared with the eight toaster-oven ranks. Rack positions and wattage are not stated, and the warranty is one year. On our five checks it scores three.

Pros

  • Broil rack included
  • 200° to 450°F range stated
  • Air-fry basket included too
  • Compact, 8.3 lb
  • Fits a 3 lb chicken in an 8 x 8 pan
  • Crumb tray slides out

Cons

  • Has an air-fry mode, if you want none
  • Elements not described
  • Rack positions not stated
  • Smallest pizza, 9 inch
  • Wattage not stated
  • Ranked as an air fryer, not a toaster oven

Best for: A small household that wants air frying and a proper broil rack in one compact box.

9. Proctor Silex 4 Slice Countertop Toaster Oven — Best Budget

Black and silver four-slice toaster oven with two dials and a glass door showing a single rack

The plainest oven on the page, with a broil rack and the joint-longest stated warranty.

Key Specifications

Broil Broil function stated; no temperature
Elements Not stated
Rack positions Not stated
Broil pan or rack Oven rack for broiling; bake pan
Interior 4 slices; pizza size not stated
Power Not stated
Functions Toast, broil, bake
Air fry Not stated
Timer 30 minute with ready bell; auto-shutoff in size field
Listed weight 8.15 pounds, rounded from listed figure
Warranty Three(3) Year Warranty
Best Sellers Rank #47,145 overall; #53 in Toaster Ovens; #150 in Toasters

Why We Recommend It

It does three things and packs for all three. “It toasts, broils, and bakes”, the listing says, and it calls itself “The toaster oven broiler” in the first bullet. The box has what those three jobs need: “a bake pan for toasting and baking, and an oven rack for broiling.” It is one of five listings with a rack named for broiling, and the lowest-priced of the five.

Everything else is left out. No rack positions, no elements, no wattage, no temperature and no pizza size. Capacity is “4 slices of bread at once”, nothing more. On our five checks it scores three: broil, the broil rack and a slice count. For a broiler that is the minimum that works, and it is honest about being minimal: “Perfect for anyone who wants a toaster oven that gets the job done without being complicated.”

The warranty is the longest that any listing states without contradiction. “Three(3) Year Warranty”, in the spec table. The Cuisinart also says 3 years in a bullet, but its own spec table says 2. Everything else here is one year or not stated. For a basic oven, a long warranty is a reasonable reason to choose it.

The controls are manual. “Includes a 30 minute timer with ready bell.” The auto-shutoff appears only in the size field, which reads “30 min Timer and auto-shutoff,”, not in the bullets, so treat it as likely but not confirmed in the copy. The crumb tray “drops down” rather than sliding out, which helps after a broil because fat and crumbs gather on the oven floor.

No air fry and no fan. Three functions, none of them air fry or convection, so it is on the without-air-fryer list as the simplest heat path on the page.

What to weigh. It ranks #47,145 overall, #53 in Toaster Ovens and #150 in Toasters, the weakest ranks on the page, sold by Amazon.com. It weighs 8.15 pounds, rounded from the listed figure, and measures 15.2 by 8.07 by 11.3 inches as listed. If you only need toast for one or two, our 2-slice toaster roundup may suit better; if you want a broiler on a tight budget, this is the one here with the rack in the box.

Pros

  • Oven rack for broiling included
  • Three-year warranty, stated once and consistently
  • Simple manual controls
  • Drop-down crumb tray
  • No air fry or fan
  • Lowest-priced oven here

Cons

  • Pizza size not stated
  • No rack positions, elements or wattage
  • No temperature stated
  • Auto-shutoff only in the size field
  • Weakest rank on the page
  • 4-slice capacity

Best for: A budget buyer who wants a plain broiler with the rack in the box and a long warranty.

10. BLACK+DECKER XL 8-Slice Air Fry Toaster Oven, 5-in-1 — Largest Capacity

Wide stainless steel air fry toaster oven with a large glass door and three dials on the right

The biggest stated capacity on the page, an air-fry mode, and nothing else for a broiler to go on.

Key Specifications

Broil Broil function stated; no temperature
Elements Not stated
Rack positions Not stated
Broil pan or rack Not stated
Interior 8 slices; 12 inch pizza; 9 x 13 in pan with handles
Power Not stated
Functions Air fry, bake, broil, toast, keep warm
Air fry Yes
Timer Turn past 20 minutes, then set; or Stay On
Listed weight 15.7 Pounds
Best Sellers Rank #31,769 overall; #46 in Toaster Ovens

Why We Recommend It

It states broil and capacity, and nothing else that a broiler buyer can use. “5 COOKING FUNCTIONS: Choose from air fry, bake, broil, toast, and keep warm”. There are no rack positions, no element description, no temperature, no wattage and no list of what is in the box. On our five checks it scores two, the lowest on the page.

The capacity is the largest here. “Fits a 9″ x 13″ pan with handles, eight slices of bread, or a 12″ pizza”. Eight slices is the highest slice count on the page, and a 9 by 13 inch pan with handles is a bigger promise than the Hamilton Beach Easy Reach’s 9 by 11 inch pan without them. For broiling a tray of sliders or a large gratin, that floor space is useful. The outside, 23.0 by 21.5 by 11.2 inches as listed, is the widest on the page.

It has an air-fry mode. “AIR FRY TECHNOLOGY: Surrounds food with high-intensity hot air to bake, brown, and crisp your favorites using little to no oil.” If you want the best toaster oven without an air fryer, skip it. If you want air fry with a broil function, the Hamilton Beach combo states a broil rack and a temperature range that this listing does not.

Its timer needs a trick for short jobs. “For timed cooking, turn the timer past 20 minutes, then adjust to the desired time—or select ‘Stay On.’” and “The oven will not start until one of these controls is set.” Most broils are shorter than 20 minutes, so you will wind it past and back every time. Stay On removes the automatic stop, which is exactly when a broiler needs watching most.

No accessories are listed. A large oven with no stated broil rack or pan means you may need to supply one sized for a 9 by 13 inch footprint.

What to weigh. It ranks #31,769 overall and #46 in Toaster Ovens, sold by Amazon.com, and weighs 15.7 pounds. Warranty is not stated. It is the oven for capacity first; for a broiler, it is the least documented on the page.

Pros

  • 8 slices, the most stated here
  • 9 x 13 in pan with handles fits
  • 12 inch pizza
  • Air fry included, if you want it
  • Keep warm function
  • Sold by Amazon.com

Cons

  • Has an air-fry mode, if you want none
  • No rack positions, elements or temperatures
  • No accessories listed
  • Timer must pass 20 minutes to start
  • Widest outline here
  • Warranty not stated

Best for: A family that wants the largest capacity and air frying, and will add its own broiling rack.

Five Broil Checks, Ten Listings

A broiler is a top element and a distance. Everything that makes a toaster oven broil well follows from those two: how hot the element runs, how close you can set the food, what the element is, whether the fat can drain away, and whether the food fits under the heat at all. Here is what each listing states against those five checks.

Oven Broil setting or temp Rack positions Elements Broil pan or rack Capacity Checks stated
Breville Smart Oven Pro Setting only Not stated 5 quartz Enamel broiling rack 6 slices; 13 in 4 of 5
Hamilton Beach Easy Reach Setting; 150–450°F range 2 Not stated Rack for broiling, pan below 6 slices; 12 in 4 of 5
Breville Mini Smart Oven Setting only 3 5 quartz Baking pan only 4 slices; 11 in 4 of 5
Cuisinart Toaster Oven Broiler Setting only Not stated Not stated Broiling rack, drip pan 6 slices; 11 in 3 of 5
Breville Compact Smart Oven Setting only Not stated 5 quartz Not stated 4 slices; 12 in 3 of 5
BLACK+DECKER TO1313SBD Setting only Not stated Top elements, 1½ in rule Not stated 4 slices; 9 in 3 of 5
BLACK+DECKER CTO6335S Setting only 2, high and low Not stated Bake pan, rack 12 in 3 of 5
Hamilton Beach Air Fryer Combo Setting; 200–450°F range Not stated Not described Broil rack 4 slices; 9 in 3 of 5
Proctor Silex 4-Slice Setting only Not stated Not stated Rack for broiling 4 slices 3 of 5
BLACK+DECKER XL 8-Slice Setting only Not stated Not stated Not stated 8 slices; 12 in 2 of 5

The totals are lopsided. Broil setting: ten of ten. Capacity: ten of ten in some form, with nine giving a slice count and nine a pizza size. Broil rack: five of ten. Elements: four of ten, three of them Breville. Rack positions: three of ten. A broil temperature: zero. No listing gets five checks, three get four, and the best-selling oven on the page gets three, one of them for a safety note.

The two checks that decide how well you can broil are the two least often stated. Capacity tells you what fits, and every listing gives it. Distance to the element is what decides whether food browns or burns, and only three listings tell you how many positions you have to set it. The TO1313SBD adds the only figure for how close is too close, 1½ inches, and the CTO6335S the only words for which position is the broil one.

The missing broil temperature is less of a loss than it looks. On most toaster ovens, broil simply runs the top element at full output, so a broil temperature would describe the element more than the food. The useful number is the distance, because at full output the distance is your only control besides time. That is why rack positions and interior height matter more on this page than any temperature could.

Fish fillets in a pan inside an oven
A rack over a drip pan keeps fat away from the heat; only five of ten boxes include one.

How Close the Rack Can Get

Only three listings give an interior height, all of them Breville. For the other seven you have outside dimensions, which include the walls, the feet, the controls and insulation. The table below sets what each listing says about height and rack placement side by side. The volumes are our arithmetic from the stated interior dimensions.

Oven Interior height Interior volume (ours) Rack placement stated
Breville Smart Oven Pro 5.5 in About 0.49 cu ft Not stated
Breville Compact Smart Oven 4.25 in About 0.30 cu ft Not stated
Breville Mini Smart Oven 4 in About 0.25 cu ft 3 positions
Cuisinart Toaster Oven Broiler Not stated 0.5 cu ft, stated Auto-slide rack; positions not stated
Hamilton Beach Easy Reach Not stated Not stated 2 positions
BLACK+DECKER CTO6335S Not stated Not stated High (“right under the broiler”) and low
BLACK+DECKER TO1313SBD Not stated; curved roof Not stated Keep food 1½ in from top elements
Hamilton Beach Air Fryer Combo Not stated Not stated Not stated
Proctor Silex 4-Slice Not stated Not stated Not stated
BLACK+DECKER XL 8-Slice Not stated Not stated Not stated

A short cavity broils thin food well and thick food awkwardly. In the Mini Smart Oven’s 4 inch interior, a 1 inch thick chop on a rack would leave less than 3 inches to the roof, by our arithmetic, before you subtract the rack and pan, which the listing does not measure. That is close, which is good for browning cheese and bad for cooking the middle of something thick before the outside chars. The Smart Oven Pro’s 5.5 inches gives an inch and a half more room to back off.

Rack positions turn height into a choice. Two positions give you near and far; three add a middle. The CTO6335S is the only listing that tells you outright that its high position is meant for broiling. Seven listings leave you to open the door and look, which is worth doing in the shop or on the product photos before you buy.

The 1½ inch rule is a good habit everywhere. It comes from one listing, the TO1313SBD, about its own top elements. We do not know the right figure for the other nine, and some will tolerate less. But keeping food and pans well clear of the top element under broil is sensible general practice for any toaster oven: fat and cheese spit, bread edges rise, and foil can touch the element. For pizza specifically, where cheese bubbles towards the heat, our toaster oven for pizza guide looks at height and pizza fit together.

The Box Decides How Clean the Broil Is

A broil rack lets fat and juices fall away from the food into a pan below, out of the direct heat. Without one, meat sits in its own fat on a flat tray under a hot element, which smokes more and browns less evenly. Here is what each box contains, as listed.

Oven Named for broiling Other items listed
Cuisinart Toaster Oven Broiler Broiling rack; baking/drip pan Wire rack, crumb tray, recipe book
Breville Smart Oven Pro 12 x 12 in enamel broiling rack Oven rack, 12 x 12 in enamel baking pan, 13 in pizza pan
Hamilton Beach Easy Reach Oven rack for broiling; bake pan catches drippings Crumb tray
Hamilton Beach Air Fryer Combo Broil rack Air-fry basket, bake pan, crumb tray
Proctor Silex 4-Slice Oven rack for broiling Bake pan
BLACK+DECKER CTO6335S None named Bake pan, rack, crumb tray
Breville Mini Smart Oven None named 10 x 10 in enamel baking pan
Breville Compact Smart Oven Not stated Not stated
BLACK+DECKER TO1313SBD Not stated Crumb tray
BLACK+DECKER XL 8-Slice Not stated Not stated

Five name a broil rack, and they cut across the range. The most premium oven here has one and so does the lowest-priced. The best-selling oven does not list one. Neither do two of the three Brevilles. Price and popularity tell you nothing about whether the broil rack is in the box; only the listing does.

“Oven rack for broiling” and “broiling rack” are not quite the same. The Cuisinart and the Smart Oven Pro list a separate broiling rack, a grid that sits in or over a pan. The Hamilton Beach Easy Reach and the Proctor Silex use the oven rack itself for broiling, with the bake pan underneath; Hamilton Beach spells that out. Both arrangements drain fat away from the food. The separate rack is easier to clean in the sink; the oven-rack method means one less thing to store.

If your oven has no broil rack, you can add one. Measure the interior and the bake pan, and buy a rack that sits in the pan with clearance under the element. Our toaster oven bakeware roundup covers sizes and materials for toaster ovens.

Roasted cauliflower on a baking sheet
Rack height is the broiler’s distance control, and only three listings count the positions.

Eight Without an Air Fryer, Two With

For readers looking for the best toaster oven without air fryer, here is the plain list. An air-fry mode is counted only where the listing names it. A convection fan is listed separately, because a fan alone is not air frying as these listings use the term.

Oven Air fry mode Convection fan stated Broil rack
Breville Smart Oven Pro No Yes, inbuilt fan Yes
Hamilton Beach Easy Reach No Yes Yes
BLACK+DECKER CTO6335S No Yes, hot air circulated No
Cuisinart Toaster Oven Broiler No Not stated Yes
Proctor Silex 4-Slice No Not stated Yes
Breville Mini Smart Oven No Not stated No
Breville Compact Smart Oven No Not stated Not stated
BLACK+DECKER TO1313SBD No No; natural convection Not stated
Hamilton Beach Air Fryer Combo Yes Convection function Yes
BLACK+DECKER XL 8-Slice Yes High-intensity hot air Not stated

The two with air fry say so plainly. The BLACK+DECKER XL 8-Slice has “Air Fry” in its title and lists air fry first among five functions. The Hamilton Beach combo is titled an “Air Fryer Toaster Oven Combo” and ships with a metal air-fry basket. Everything else on the page has no air-fry mode.

Of the eight without air fry, three still have a fan. The Smart Oven Pro, the Hamilton Beach Easy Reach and the CTO6335S all state convection with a fan or circulated hot air. If what you want to avoid is a fan blowing on the food, the other five, the Cuisinart, the Proctor Silex, the two smaller Brevilles and the TO1313SBD, are the shortlist. Convection is usually switched on or off as its own setting, and broiling on these ovens is listed as a separate function; none of the listings says the fan runs under broil. Our convection toaster oven guide covers fan ovens in more depth.

Why buyers ask for no air fryer. Some already own an air fryer. Some want fewer settings. And on a small oven, an air-fry mode is usually a stronger fan and a basket, not a different heat source. For a broiler, it adds nothing: broiling is top-element heat, and every oven here has that.

Popularity Does Not Follow the Broil Rack

Star ratings were not captured for this roundup, so the only popularity measure is Amazon’s Best Sellers Rank, as returned on 5 October 2026. Eight of the ten are ranked in Toaster Ovens, so those category ranks compare directly; the Smart Oven Pro is ranked in Convection Ovens and the Hamilton Beach combo in Air Fryers.

Oven Overall rank Category rank Broil rack Checks stated
BLACK+DECKER TO1313SBD #744 #3 in Toaster Ovens Not stated 3 of 5
Cuisinart Toaster Oven Broiler #2,435 #7 in Toaster Ovens Yes 3 of 5
Breville Compact Smart Oven #2,445 #8 in Toaster Ovens Not stated 3 of 5
Hamilton Beach Easy Reach #2,929 #10 in Toaster Ovens Yes 4 of 5
Breville Mini Smart Oven #5,951 #14 in Toaster Ovens No 4 of 5
Hamilton Beach Air Fryer Combo #6,226 #42 in Air Fryers Yes 3 of 5
Breville Smart Oven Pro #8,577 #6 in Convection Ovens Yes 4 of 5
BLACK+DECKER CTO6335S #25,502 #39 in Toaster Ovens No 3 of 5
BLACK+DECKER XL 8-Slice #31,769 #46 in Toaster Ovens Not stated 2 of 5
Proctor Silex 4-Slice #47,145 #53 in Toaster Ovens Yes 3 of 5

The best seller is compact, light and quiet on broil detail. The TO1313SBD leads by more than three times on overall rank over the next oven. It has the smallest pizza, the lightest weight, no broil rack listed and no rack count. People are plainly buying it for something other than broiling specifications, most likely its size. The ovens with four checks sit at #2,929, #5,951 and #8,577 overall: well ranked, not leading.

The Proctor Silex shows the other side. It has a broil rack and a three-year warranty, and the weakest rank on the page. A rack in the box does not sell an oven on its own. It does make it a better broiler on the day you cook a chop.

Best Alternatives

Alternative Why Consider It Better For Main Trade-Off
A larger countertop oven; see our countertop toaster oven roundup More interior height and floor space Whole chickens and big gratins More counter space and clearance needed
A convection toaster oven; see our convection toaster oven guide A fan for even baking and roasting Roasting and batch baking Fan settings can add complexity
Your full-size oven’s broiler A wider element and more rack positions Large trays and family portions Heats a whole kitchen for a small job
A cast iron grill pan on the hob Direct sear marks without a top element Steaks and chops for one or two No top browning for melts and gratins

What the Step Up Buys

The basic broilers — Proctor Silex, TO1313SBD. Manual dials, 4 slices, no stated wattage. The Proctor Silex buys a broil rack and a three-year warranty; the TO1313SBD buys the best rank on the page, the lightest weight and the only clearance figure. Neither tells you anything about racks or elements. For toast, melts and the odd small broil, they cover it.

The mid-range named broilers — Cuisinart, Hamilton Beach Easy Reach. Six slices and an 11 or 12 inch pizza. The Cuisinart adds 1800 watts stated, a broiling rack, a drip pan and an auto-slide rack. The Easy Reach adds two counted rack positions, a temperature range, a convection fan and the clearest broil instructions on the page. This is where a broil rack becomes standard.

The large and air-fry ovens — CTO6335S, BLACK+DECKER XL, Hamilton Beach combo. The CTO6335S buys depth, a fan and a named broil position. The XL buys the largest capacity and air fry, with the least broil detail. The Hamilton Beach combo buys air fry and a broil rack in a small box. Step up here for capacity or air fry, not for broiling.

The quartz smart ovens — Breville Mini, Compact and Pro. All three state 5 quartz elements, 1800 watts and an LCD. The Mini buys three rack positions; the Compact buys a 12 inch pizza in a small box; the Pro buys a broiling rack, convection, slow cook, an interior light and the tallest stated cavity. This is the step that buys a described heat source; only the Pro also buys the broiling rack.

What to Check Before You Buy

Look for a Broil Rack in the Box List

Five of ten listings name one: the Cuisinart, the Smart Oven Pro, both Hamilton Beach ovens and the Proctor Silex. A rack over a drip pan keeps meat out of its own fat under the element. If the box list says only “bake pan” or nothing at all, plan to buy a rack that fits.

Count the Rack Positions

Rack height is the broiler’s distance control. Three listings give a number: 3 on the Breville Mini, 2 on the Hamilton Beach Easy Reach and 2 on the CTO6335S, whose high position is “right under the broiler”. If the listing is silent, look at the side walls in the product photos for rack supports.

Find the Interior Height

Only the three Brevilles state one: 5.5, 4.25 and 4 inches. Height decides how thick a piece of food can be and still sit at a safe distance from the top element. In a 4 inch cavity, thin food is close to the heat on any rack.

Do Not Expect a Broil Temperature

None of the ten gives one. Two Hamilton Beach models give a range topping out at 450°F. On most toaster ovens, broil runs the top element at full output, so time and distance are your controls. Set a timer, and stay with it.

Check the Elements

The Brevilles state 5 quartz elements; the TO1313SBD names top heating elements in a safety note. Six listings say nothing. Quartz elements are generally quick to heat; beyond that, listings rarely say how the top and bottom split under broil.

Decide on Air Fry Before You Shop

Two of ten have an air-fry mode: the BLACK+DECKER XL 8-Slice and the Hamilton Beach 4 Slice combo. The other eight do not. Three of those eight have a convection fan. For broiling, neither air fry nor a fan is required.

Plan the Clearance Around the Oven

The TO1313SBD listing warns that “Outer surfaces become hot during use” and asks you to “allow space for proper ventilation”. That applies to every toaster oven, and most of all under broil, when the top of the oven gets hottest. Keep the oven away from walls, cabinets and anything that can burn, follow the clearances in your oven’s manual, and never leave it broiling unattended.

Common Mistakes

  • Assuming a broil rack is in the box. Only five of ten listings name one; the best-selling TO1313SBD lists none.
  • Looking for a broil temperature. None of the ten gives one; two state ranges topping out at 450°F.
  • Ignoring rack positions. Only three listings count them, and rack height is the only distance control a broiler has.
  • Buying a short cavity for thick food. The Breville Mini is 4 inches tall inside; a thick chop sits close to the element on any rack.
  • Letting food crowd the top element. The TO1313SBD asks for at least 1½ inches of clearance from its top elements.
  • Buying an air fryer you did not want. Two of ten have an air-fry mode; eight do not, and three of those still have a fan.
  • Using Stay On under the broiler. Three listings offer a stay-on setting that removes the automatic stop; broil with a 30-minute timer instead.
  • Pushing the oven against the wall. The TO1313SBD warns outer surfaces get hot and asks for ventilation space.

Who Should Buy Which

Buy the Breville Smart Oven Pro if you broil often and want the most complete set-up. Five quartz elements, a 12 x 12 inch enamel broiling rack, a 13 inch pizza and the tallest stated cavity, 5.5 inches, with convection and no air fry. Accept the weight, 22.8 lb, the counter space and the premium end of the page.

Buy the Hamilton Beach Easy Reach if you want to be told how to broil. Two rack positions, an oven rack for broiling over a bake pan that catches drips, 150°F to 450°F, a 12 inch pizza and a roll-top door. Accept that it does not describe its elements or wattage.

Buy the Breville Mini Smart Oven if you broil small, thin food and want rack choice. Three rack positions, the most here, and 5 quartz elements in an 11 x 10 x 4 inch cavity. Accept that there is no broil rack and little room for thick food.

Buy the Cuisinart Toaster Oven Broiler if you want the classic with the right parts. A broiling rack and drip pan, 1800 watts, 6 slices or an 11 inch pizza, and the second-best rank here. Accept a warranty stated two ways and no detail on racks or elements.

Buy the Breville Compact Smart Oven if you want quartz heat and a 12 inch pizza in a small box. Accept that no accessories are listed, so you may need your own broiling rack.

Buy the BLACK+DECKER TO1313SBD if you want the best seller and mostly toast and melt. The lightest oven here, with the only stated clearance rule, 1½ inches from the top elements. Accept a 9 inch pizza limit and no broil rack listed.

Buy the BLACK+DECKER CTO6335S if you want a named broil position and a fan. A high rack “right under the broiler”, a low rack, convection and a 12 inch pizza. Accept the bulk and no named broil rack.

Buy the Hamilton Beach Air Fryer Combo if you want air fry and a broil rack in a small oven. 200°F to 450°F, a broil rack and an air-fry basket. Accept the 9 inch pizza limit and that it is not a toaster oven without an air fryer.

Buy the Proctor Silex if you want the plainest broiler with a rack and a long warranty. An oven rack for broiling, a bake pan and three years of warranty. Accept that it states almost nothing else and has the weakest rank here.

Buy the BLACK+DECKER XL 8-Slice only if capacity and air fry come first. Eight slices, a 9 x 13 inch pan with handles and a 12 inch pizza. Accept that it says nothing about racks, elements or accessories for broiling.

Frequently Asked Questions

What makes a toaster oven a good broiler?

A broiler cooks with heat from the top element, so the two things that decide how well it broils are how hard that element works and how close the food can get to it. On a listing, look for five things: a broil setting, a count of rack positions, a description of the elements, a broil rack or pan in the box, and an interior capacity. On this page, every oven lists broil, but no listing states all five. Three state four: the Breville Smart Oven Pro, the Hamilton Beach Easy Reach and the Breville Mini Smart Oven. The single most useful extra is a broil rack over a drip pan, which keeps meat out of its own fat; five of the ten include one. After that, rack positions matter most, because rack height is the only distance control you have. Quartz elements, stated on the three Brevilles, are generally quick to reach full heat, which suits short broils.

What temperature does a toaster oven broil at?

None of the ten listings on this page says. Two Hamilton Beach models state an overall temperature range, 150°F to 450°F on the Easy Reach and 200°F to 450°F on the 4 Slice Air Fryer Combo, but neither says what the broil setting runs at. On most toaster ovens, broil simply runs the top element at full output rather than holding a set air temperature, which is one reason manufacturers rarely print a figure. In practice that means your controls under broil are distance and time, not a dial. Set the rack so the food sits close to, but well clear of, the element, preheat if your manual suggests it, and use the timer. The BLACK+DECKER TO1313SBD asks for at least 1½ inches between food and its top elements, the only clearance figure any listing here states.

How close should food be to the broiler in a toaster oven?

Close enough to brown, far enough not to touch or crowd the element. The only figure any listing on this page gives comes from the BLACK+DECKER TO1313SBD, which says to keep food and bakeware at least 1½ inches from the top heating elements. That is that oven’s rule, not a universal one, but it is a sensible floor for any toaster oven. Thin food such as cheese on toast can go on the higher rack; thicker food such as chicken pieces wants the lower rack, so the outside does not char before the inside cooks. Only three listings tell you how many rack positions there are: 3 on the Breville Mini, 2 on the Hamilton Beach Easy Reach and 2 on the BLACK+DECKER CTO6335S, whose high position is described as right under the broiler. Interior height also limits you; the Breville Mini is only 4 inches tall inside.

Which toaster ovens here have no air fryer?

Eight of the ten: the Breville Smart Oven Pro, the Hamilton Beach Easy Reach, the Breville Mini Smart Oven, the Cuisinart Toaster Oven Broiler, the Breville Compact Smart Oven, the BLACK+DECKER TO1313SBD, the BLACK+DECKER CTO6335S and the Proctor Silex 4 Slice. None of their listings names an air-fry mode. The two that do have air fry are the BLACK+DECKER XL 8-Slice Air Fry Toaster Oven and the Hamilton Beach 4 Slice Air Fryer Toaster Oven Combo, and both say so in their titles. Of the eight without air fry, three still have a convection fan: the Smart Oven Pro, the Easy Reach and the CTO6335S. If you want neither air fry nor a fan, the shortlist is the Cuisinart, the Proctor Silex, the Breville Mini, the Breville Compact and the TO1313SBD, which uses natural convection without a fan. For broiling, none of this matters much: broil is top-element heat on every oven here.

Do I need a broiler pan with a toaster oven?

You can broil on a flat bake pan, but a rack over a pan does the job better. The rack holds the food up so fat and juices drip away into the pan below, out of the direct heat, which means less smoke, less spitting and more even browning. Five listings here include a rack named for broiling: the Cuisinart, which lists a broiling rack and a baking/drip pan; the Breville Smart Oven Pro, with a 12 x 12 inch enamel broiling rack; the Hamilton Beach Easy Reach, which explains that the bake pan rests on supports below the oven rack to catch drippings; the Hamilton Beach Air Fryer Combo; and the Proctor Silex. The Breville Mini lists only a baking pan, and the Breville Compact, the TO1313SBD and the BLACK+DECKER XL list no broil accessory. If yours has none, buy a small rack that sits inside the bake pan, measured to clear the top element.

Can you broil a steak in a toaster oven?

Yes, if the oven gives you enough room and a way to drain the fat. Every oven here lists a broil function. For a steak, look for three things in the listing. First, a broil rack over a pan, which five of the ten include. Second, a rack position low enough that the top of a thick steak sits well clear of the element; the Breville Smart Oven Pro has the tallest stated interior at 5.5 inches, while the Breville Mini is only 4 inches tall inside. Third, enough floor space; most of these ovens fit an 11 to 13 inch pizza, which is plenty for one or two steaks. Pat the steak dry, preheat if your manual suggests it, and turn it once. Watch it closely the whole time. Fat spits under a broiler, so keep the door closed, keep an eye on the food through the glass, and never step away.

Is it safe to leave a toaster oven broiling unattended?

No. Broiling puts food close to an element running at full output, and fat, cheese or bread can scorch or catch within a minute or two. Stay with the oven the whole time. Use a timer rather than a stay-on setting; the BLACK+DECKER TO1313SBD, the BLACK+DECKER XL 8-Slice and the Hamilton Beach Easy Reach all offer stay-on modes that remove the automatic stop. Keep food and pans well clear of the top element; the TO1313SBD asks for at least 1½ inches. Keep space around the oven too: that listing warns that outer surfaces become hot and asks for room for ventilation, so keep it away from walls, cabinets, curtains, paper towels and anything that can burn. If food does catch fire inside, general guidance is to switch the oven off, unplug it if you can do so safely, and keep the door closed so the fire runs out of air. Never throw water on it.

Is a convection setting better than broil for browning?

They do different jobs. Broil browns the top quickly with direct heat from above; convection moves hot air around the food with a fan, which cooks more evenly and, according to the listings, faster. The Breville Smart Oven Pro says convection reduces cooking time by up to 30%, and the Hamilton Beach Easy Reach says up to 25%. For a crisp top on a gratin, melted cheese on toast or a quick char on vegetables, broil is the tool. For roasting a chicken through or baking a tray of cookies evenly, convection is. Three ovens without air fry state a convection fan: the Smart Oven Pro, the Easy Reach and the BLACK+DECKER CTO6335S. None of the listings says the fan runs during broil, so treat them as separate settings. A common approach is to cook through on convection or bake, then finish under broil for a minute or two, watching closely.

Final Verdict

Best OverallBreville BOV845BSS Smart Oven Pro

Five quartz elements, a 12 x 12 inch enamel broiling rack and the tallest stated interior, 5.5 inches, with convection and no air fry.

Best ValueHamilton Beach Easy Reach 6-Slice Convection

Two rack positions, an oven rack for broiling over a drip-catching pan and 150°F to 450°F, all stated.

Best Classic BroilerCuisinart Toaster Oven Broiler TOB-40N

A broiling rack and baking/drip pan in the box, 1800 watts and the second-best rank on the page.

All ten ovens on this page list broil, and none tells you how hot it runs. What separates them is what the listing says around that button: how many rack positions you get, what the elements are, whether a broil rack comes in the box, and what fits inside. No listing states all five checks. Three state four.

The box is the clearest dividing line. Five listings name a broil rack and five do not, and the split ignores price and popularity: the premium Smart Oven Pro and the budget Proctor Silex both have one; the best-selling TO1313SBD does not. Rack positions are rarer still, counted on three, and a broil temperature is printed on none.

For the best toaster oven without an air fryer, eight of ten qualify. Only the BLACK+DECKER XL 8-Slice and the Hamilton Beach 4 Slice combo have an air-fry mode, and both say so in their titles. Three of the eight still have a convection fan; five have none.

Whichever you buy, broil like the element is close, because it is. Keep food well clear of it, use the timer rather than stay-on, leave space around the oven, and never walk away while it is broiling.

If you buy one toaster oven broiler from this page, make it the Breville Smart Oven Pro: five quartz elements, a 12 x 12 inch enamel broiling rack, a 13 inch pizza and the tallest stated cavity, 5.5 inches, with no air fry. If you want the broil set-up spelled out at a lower price, the Hamilton Beach Easy Reach states two rack positions and the drip-pan arrangement; if you want the classic, the Cuisinart puts the broiling rack and drip pan in the box.
