All three are describing the same thing, and none of those numbers tells you how the knife cuts. The layers are cladding — folded steel wrapped around the outside of a core. Only the core reaches the cutting edge.
Which means the layer count is a pattern on the sides of the blade. It is the wood grain of knives. The three-layer knife here calls the same construction san-mai, and three layers already do everything the engineering requires: a hard core for the edge, softer outer layers for toughness. The other sixty-four are decoration.
What actually predicts how a knife behaves is two numbers almost nobody prints: the core steel alloy and its hardness. At 62 HRC a blade holds a fine edge for months and chips if you twist it.
